Scotland County Public Housing Agency (SCPHA)

The Scotland County Public Housing Agency (SCPHA) administers Housing Choice Vouchers for U.S. Department of Housing and Urban Development in Adair County (excluding the City of Kirksville), Clark County, Knox County, Schuyler County, and Scotland County. The rules and regulations of the Section 8 Housing Programs are determined by the U.S. Department of Housing and Urban Development (HUD). The SCPHA sets policies, procedures and requirements for tenant selection, inspections, and terminations based on those regulations. SCPHA has no employees and contracts with the Northeast Missouri Regional Planning Commission to perform administrative duties.

The Section 8 Housing Choice Voucher Program is designed for low-income families who wish to live in homes, apartments or mobile homes in the private rental market, but who cannot afford market rental rates. The mission of the SCPHA is to meet the emerging, affordable housing needs of low to moderate income individuals and families while promoting self-reliance and improving their quality of life.
